The gap it is aimed at
The Construction Products Regulation only bites where a designated standard covers the product. A large part of the construction-product market — including most internal fire doorsets — sits outside that. For those products there is no declaration of performance, no marking, and no regulation-level duty about the performance information a manufacturer publishes.
Reviews of the sector identified that gap as a central weakness, and the Construction Products Reform Green Paper consulted on closing it between February and May 2025.
Its status, precisely
On 25 February 2026 the government published a dedicated consultation on the General Safety Requirement for Construction Products (CP 1516), alongside the Construction Products Reform White Paper. The consultation closes on 20 May 2026. Its status is CONSULTATION.
It is not law, no commencement date has been set, and the detail is exactly what a consultation exists to settle. Treat anything that describes a general safety requirement as a current obligation with suspicion, and anything that puts a date on it as EXPECTED at best.
What is proposed
A proportionate, risk-based general safety requirement covering construction products that no designated standard or technical assessment covers. The proposals include a manufacturer risk assessment, and duties about product information — that it be accurate, up to date, clear, legible and in easily understandable language — together with labelling requirements including the manufacturer's name.
Read as a systems requirement rather than a legal one, that is a demand for information you can stand behind and reproduce. It is not a demand for a new document.
What to do about it now
Nothing you would not do anyway. If a general safety requirement arrives in something like this form, the manufacturers who will find it straightforward are the ones who can already show what evidence supports each published claim and which configurations it covers. The ones who will struggle are the ones for whom that is a research project.
