Why a timeline helps
Construction-product reform is discussed as though it were a single event that has already happened. It is a sequence, much of it still incomplete, and the confusion between the steps is where inaccurate claims come from. Each entry below is labelled with what it is: a law, a report or a proposal.
The law that exists
Regulation (EU) No 305/2011 continues to apply in Great Britain as assimilated law, enforced through the Construction Products Regulations 2013. LAW.
The Building Safety Act 2022, Part 5, created the power to make construction products regulations — section 146 and Schedule 11 — plus sections 147 to 149 on liability. LAW, and largely enabling. The national regulator for construction products has sat within the Office for Product Safety and Standards since April 2021.
The Construction Products (Amendment) Regulations 2025 were made on 6 November 2025 and came into force on 8 January 2026, allowing compliance with corresponding provisions of Regulation (EU) 2024/3110 to be relied on in Great Britain. LAW.
The commitments
On 2 September 2024 the government confirmed it would remove the BS 476 national classes from Approved Document B in England, leaving BS EN 13501 as the single classification route: a six-month transition for reaction to fire and roofs, which ended on 2 March 2025, and five years for fire resistance, taking it to 2029. On 26 February 2025 the government responded to the Grenfell Tower Inquiry phase 2 report, accepting 49 of the 58 recommendations in full and the rest in principle, and accepting a single construction regulator in principle. GOVERNMENT COMMITMENT.
The proposals
The Construction Products Reform Green Paper ran from 26 February 2025 to 21 May 2025 and drew 195 responses. The summary of responses was published on 25 February 2026.
On the same day the government published the Construction Products Reform White Paper (CP 1515) and a consultation on the General Safety Requirement for Construction Products (CP 1516). Both close on 20 May 2026. CONSULTATION.
Downstream of those — new regulations, a list of products critical to safe construction, digital information duties — there are no published drafts and no dates. Statements about when those will land are EXPECTED at best and frequently SPECULATION.
Running alongside: the EU
Regulation (EU) 2024/3110 applies from 8 January 2026, replacing Regulation (EU) No 305/2011 for the EU market and introducing the construction digital product passport. The Commission's digital product passport registry went live on 20 July 2026.
That is LAW in the EU, relevant in Northern Ireland and for exports. It is not law in Great Britain, and it is the single most common source of the belief that a UK digital passport requirement already exists.
