Hold the declaration as data, render it as a document
A declaration of performance is a short document in which every line is a claim you have to substantiate. Holding those lines as fields, rather than as a PDF, is what makes the next requested format a rendering job.
What the declaration says
Under the Construction Products Regulation as it applies in Great Britain, a manufacturer draws up a declaration of performance for a product covered by a designated standard. It identifies the product type, states the intended use, and declares performance for the essential characteristics of that standard, together with the assessment route and any approved body involved.
- Unique identification code of the product type
- Intended use or uses, as set out in the designated standard
- Name and contact address of the manufacturer
- System of assessment and verification of constancy of performance
- Essential characteristics and declared performance, with the reference standard
- The identity and role of any notified or approved body involved
It can already be electronic
A copy accompanies the product, and may be supplied electronically. A delegated regulation sets conditions under which it may instead be made available on a website: the content must not be altered, it must remain available for the required period, and access must be free.
Those conditions read as a specification for a published record: immutable, retained, openly accessible. Whether or not it applies to your products, it is a reasonable bar to build to.
Most internal fire doorsets are outside this
BS EN 16034 covers fire resistance and smoke control characteristics for doorsets, but it is a companion standard applied alongside a standard for the door type. For internal pedestrian doorsets the corresponding standard is not designated in Great Britain, so most internal fire doorsets have no declaration of performance under the regulation and no marking route under it.
Manufacturers commonly issue their own statement of performance instead. That is a voluntary document. Calling it a declaration of performance under the regulation, when the regulation does not apply, is a mistake worth avoiding.
What changes in the EU
Regulation (EU) 2024/3110 replaces the declaration of performance with a declaration of performance and conformity — Articles 13 to 16, with the model in Annex V — and makes it the first item the construction digital product passport must carry. It applies from 8 January 2026. In Great Britain, the Construction Products (Amendment) Regulations 2025 allow compliance with corresponding provisions of the EU regulation to be relied on here, but proposals about digital product information remain at consultation stage and no machine-readable requirement has been made.
What this product does not do
Fire Product Record helps manufacturers organise product information, configurations, performance claims and supporting evidence. It does not determine whether a product complies with applicable construction-product law or replace technical, conformity-assessment or legal judgement. Manufacturers remain responsible for the accuracy and approval of published product information.
