Fire Product Record

There is no UK construction product passport. Here is what that means.

The phrase is everywhere and the requirement is not. Being straight about that is more useful than a roadmap built on a date nobody has published.

The position today

No instrument in the law of Great Britain requires a construction product to have a digital passport. The Construction Products Regulation as it applies here does not create one. The Building Safety Act 2022 created powers to make construction-products regulations, and no passport requirement has been made under them.

There is no published UK schema, no register to submit to, and no announced date. The Construction Products Reform White Paper of 25 February 2026 says product information must be made available digitally and that the government will work with industry to develop digital standards — a consultation document, not a rule.

Where the concept comes from

The EU's Ecodesign for Sustainable Products Regulation establishes a general digital product passport framework, and Regulation (EU) 2024/3110 brings construction products into it with a product passport and a data carrier. Those are EU instruments. They apply to products placed on the EU market, and they are relevant in Northern Ireland.

That is a real requirement with real dates — the regulation applies from 8 January 2026, and the Commission’s digital product passport registry went live on 20 July 2026. It is simply not a Great Britain requirement, and the two get conflated constantly.

Preparing without guessing

Every scheme proposed anywhere needs the same substrate: identity, version, declared performance, supporting evidence and the scope that evidence covers. Building that is not a bet on a scheme, because it is the same information you already need to answer a customer or a certification body.

What we would avoid is building to a guessed schema, publishing a "passport" badge, or describing structured data as compliance with something. None of those survives contact with an actual requirement.

How we describe what we do

We prepare structured product information for the UK's move towards digital construction-product records. That sentence is deliberate. It does not promise conformity with a standard that has not been written, and it does not pretend the direction of travel is imaginary.

Common questions

Will the UK adopt something like the EU passport?

We do not know, and neither does anyone publishing a date. Our tracker labels any such statement EXPECTED or SPECULATION and shows the source it came from.

Does it help to be ready early?

Yes, but for commercial reasons rather than legal ones. Specifiers are already asking for structured product data in tenders, and that arrives faster than legislation.

What this product does not do

Fire Product Record helps manufacturers organise product information, configurations, performance claims and supporting evidence. It does not determine whether a product complies with applicable construction-product law or replace technical, conformity-assessment or legal judgement. Manufacturers remain responsible for the accuracy and approval of published product information.

Bring one product family under control first

Start with the family you get asked about most. One version, its configurations, its claims and the evidence behind them.
